TheWoWDBLooted the Pickaxe Blade from 18.88, 24.26 Azure Span near some barrels in the little town. Took the item to [npc=195935] to create the axe, it appeared in my inventory but disappeared a second later. After its created you go to an ice hole and a extra action button appears and you can chop open the ice and fish.

Fly to Three-Falls Lookout in Azure Span, go to the large tent, aka the inn, but don't enter. It is to the left of the Inn in front of a pile of barrels-- parallel to the ramp into the inn.
Equipping fishing equipment with skill bonus will count towards the skill needed to see the ice axe blade at the camp. An alt that had 47 fishing couldn't see it but once I equipped a draconium fisherfriend, the ice axe appeared with the +6 skill, putting me over 50. If I removed the pole, the axe despawned and came back upon re-equipping the pole.
