As of patch 4.0.6 (Feb 8th, 2011) "Lay on Hands" now causes "Forbearance" on their target no matter whom it is.
Learned this the hard way during a raid, threw a LoH on the off-tank (I was ret pally), off-healer was pally heals, and couldn't save the off-tank 45 secs later due to Forbearance.

The new [spell=134735] essentially makes the Paladin signature move Lay on Hands a piece of crap in PvP. You no longer get full health back. I've had many times when I got less than 50% back because of some other presumed healing debuff. But at least it's a short cooldown. Oh wait, it's 10 minutes. Thanks, Blizzard.
