This is (sadly) a favourite of serious hunter / rogue twink-creators. A level 45 item that can be created before level 30, therefore it can have TBC enchants on it. This means +12 agi on top of the already present +8, which is itself the best for a cloak for the 20-29 bracket.
something that people might like to know is that if you use this item and sprint off the top of the entrance to the tunnel in WSG on either team and use sprint of rocket boots you can get half way across the map before landing ^^.
