All classes currently have to train both expert and artisan riding to use the epic flying mounts at 280% speed.
It should be noted that now you get this ability for free upon hitting level 70. So if you want to save 200g and aren't leveling via questing or something (or don't mind the level 40 ground speed) just wait it out.
Actually it appears to be 71, though I might have gotten at 70 through a bug once.
