Fun fact: This is considered a main hand instant attack. It uses the weapon skill of your main hand weapon. If you throw in a weapon that you have very low skill with (a dagger for instance) and attack a high level mob your shield slams will fail to land most of the time. Also, I bet this makes things that increase weapon skill such as Mallet of the Tides help your shield bashes!
Additional note: I have had "chance on hit" on my main-hand proc off of this.
