Having a priest MC does NOT allow you to teach the skill anymore. Instead, Master Elemental Shaper Krixix (http://www.wowhead.com/?npc=14401) drops ONE book that teaches the skill when killed and requires 300 mining to learn, and the book is BoP.
Can't find the book on wowhead, but it is "Krixix's Guide to Mining: Smelt Elementium"
He now drops a book that teaches it, Goblin's Guide to Elementium.
