TheWoWDBThe pattern for these were originally dropped by Son Of Arkkarok, who all disappeared during the Cataclysm. There seems to be no alternative drop, and the GM I spoke to had no idea (couldn't find it). As such, this item is probably no longer in the game, except if you can find someone who had the pattern from before Cata.
