Of its 3 pieces, 2 are sold by vendors and 1 is a quest reward. Every piece is Cosmetic armor. The set was added in patch 11.0.0.

Shoulder	Thread-Bearer's Pauldrons	Vendor
Back	Thread-Bearer's Cloak	Vendor
Tabard	Tabard of the Severed Threads	Quest	Reward from A Gift Handwoven in Azj-Kahet.

Source is the collection journal’s own source for each appearance, read from the current retail build; bosses, quests, recipes, prices and requirements come from the game’s item, journal and quest records.

This is an accent set - it fills 2 armor slots. Every piece is Bind on Pickup, so the appearances have to be earned rather than bought.
