The timer starts when you accept the quest and stops when you fly back to the questgiver and turn in the quest.
Few tips:
- This achievement is impossible to complete without an epic flying mount.
- Before you start the quest, make a circle around the area so that it loads up properly.
- Get the quest and put [Skyguard Blasting Charges] onto your action bar with easily accessible hotkey. After that abandon the quest (the timer will start over when you re-accept it).
- Go to your achievement frame and turn on tracking for this achievement. It will show you your time ticking out...
- Use your Crusader Aura / Riding Crop (or similar) trinket if available.
- If possible, equip tanking gear with lots of defense. The reason is because your defense affects chance of being dazed and dismounted by those Monstrous Kaliri birds which swoop around and tend to spoil all the fun.
- If you ran out of time and didn't get the achievement, just abandon the quest and do it over again.
- The achievement is much easier to complete when there is no competition for the eggs.

Great tips. I have just one more, most people might already know it. The 'cast bar' of the bombing item is not like a channeled spell, you can fly away the second it starts to cast, it will not interrupt your throw.
After several failed attempts, I got this today using a combination of advice from these comments. First I accepted the quest, and put the bombs to an easy hotkey. Then I went to the south-easternmost area which is the furthest away from the questgiver, and destroyed all of the eggs there. I actually destroyed at least 20 of them, but didn't make it in time because it was so far away. So I abandoned the quest. With those eggs destroyed, a lot more popped up. Starting from the questgiver, I found a quick route with a lot of eggs. I added all their waypoints into a macro. Be sure to enter them in reverse order. I counted 21 eggs on that route. Re-accepted that quest. I had was tracking the achievement so I could see the time. I completed the quest and earned the achievement with about 28 seconds left. Also, I found out the hard way that even though you can move to the next spot without interrupting the bomb "casting", if you move too far away from the spot the bomb is being thrown at, you will be out of range, and the egg won't be destroyed. Because of this, I missed an egg on my route. Luckily there were 21 so I made up for it.
The route I used was:

/way 61.68 73.55 THREEWhen you enter it, the top one is the last one TomTom sends you to, the bottom one is the first one. The numbers THREE to TWENTY-ONE are how many eggs I should have gotten in total after leaving that waypoint.
Of course you'll want to replace my waypoints with waypoints for the egg spawn sites that you encounter.
