I got my brann to level 100 about a week ago as well and i still havnt gotten this achievement, in his abilities list his power is also listed at 70/90. ive submitted a ticket

edit; received a GM response and they said they cant do anything about it and to submit a bug report, lovely

edit2; seemed to have found a workaround for this. i logged on to a level 70 character who had not done any delves this season and i got the achievement and his journal updated to reflect it. additionally, this didnt happen when i logged onto an alt who did a couple delves this season. so try logging on to an alt you havnt touched in a while thats between level 70-80

I leveled my bran to 100 but I didn't get the achievement. I guess it will be active next week since his power is stuck at 70/90.

Edit 13/08/25 : Brann power still stuck at 70/90, no level 100 achievement unlocked, we need to mass report these bug asap.

Thank you. This worked for me as well. Logged onto a level 70 toon I hadn't touched in a couple weeks and the achievement for level 90 and 100 immediately popped.
