I can confirm that this achiev IS NOT ACCOUNT-WIDE.
Te other comment that say the oposite is wrong. Please downvote that one and upvote this one so people don't get confuse.
As I said in a reply to the other post, he probably confuse the 500 garrison missions (On a Massive Number of Missions) with the 500 shipyard missions (Fleet Commander. They have the exactly same icon, a very similar tooltip but a total different achiev name and criteria!
So yeah, the shipyard missions count as garrison missions but none of them are account-wide so don't spend gold, resources, oil and time by doing this on your alts just to get the achiev faster cause it won't work. I already got over 1500 over all my characters but still don't get the 500 achiev in either of them.

So I can get the Fleet Commander's hat, the Fleet Commander achieve, but no Fleet Commander title? Come on.
What I would like to hear confirmed is:
Do the 2 Training Missions count towards the 500?
