Visit [npc=5518] (Alliance) in Stormwind City, or [npc=11017] (Horde) in Orgrimmar. You will be offered a quest to specialize in either Gnomish or Goblin Engineering.
Complete this quest and you will earn the achievement. You can swap at any time by returning to this NPC.
