Siege of Boralus and King's Rest were Mythic only in 8.0. This changed in 8.1. Now you can do them in Normal and Heroic. Apparently Blizzard forgot to specify in the achievement, that it needs to be completed on Mythic.
It will pop up as expected if you complete it on mythic.
No achievements for Normal or Heroic were created.

Unless I'm missing something, King's Rest cannot be done on Normal. It's not showing in the que list for randoms nor specific as of today.
