In order to get this achievement for Ludicrous Speed, you must get all but 2 little birds without the speed increase dropping off you. you get 15% speed buff for the 2 big birds, 5% for each of the 5 medium birds and 1% for each of the 12 small birds. You can get 67% but only need 65% for the achievement.
For example, once you get both big birds you would be at 30%, but you can no longer grab another one of that type of bird to keep the stack up, so timing is everything.

The best way to do this is to go to the area, use the item and then abandon the quest. You won't get knocked out of the bird form and then all the birds are fair game. Grab 4 or 5 of the goldenwing hawks and bam, this ridiculously impossible achieve gets done in 2 mins.
+1 for actually posting about the achievement and not "Spaceballs."
