Siege Missions are the Blockade missions that spawn from time to time. These missions will stop you from doing any other missions from a certain area. Any other missions underway within the blockade will still continue without a problem.

Since blockade missions take a week to reappear after you complete them, this achievement takes about two months to complete. The good news is that you can't really not get this achievement if you actually launch naval missions during that time, as you have to do the blockade missions first.
Exactly what I needed to know, why couldn't they just call it blockade specialist.....
