May be obvious to some, but I wanted to mention it here, unlike reputation which keeps track of half points in reputation (ie 50 rep would give 52 or 53 since 5% of 50 is 2.5) the experience from this currently rounds down. I went and got this thinking I would help out leveling my Neutral Pandaren up to 80 to be surprised to be getting a consistent 52 experience per node, on rested it was 104 (instead of 105)
I expect 10% will likely be fine in this case... but something to keep in mind if you're wondering why the numbers may be a little off.

EDIT: Oh, it came back. I was in a quest scenario and it didn't come back even after I restarted game.
This buff is for all characters below level 80 on your account, not just level 70+. Also, if you have multiple WoW accounts under the same battle net account, characters on other accounts that have not upgraded to The War Within expansion don't seem to get this bonus.
