To do this achievement, single target Kologarn's arms. Every time an arm is destroyed, it will spawn 5 Rubbles. You need 25 Rubbles, so you will need to destroy 5 arms total to obtain the achievement.

Did this in 2021. Just kill 5 arms (they respawn) and then kill the boss when you've the 25 mobs spawned.
Easy and quick to do.
