In the southwest part of Nagrand, near Nivek's Overlook (49, 75), there are quite a few pools up and down the coast. If you have a raft you can just pretty much avoid being attacked around most pools.

I found the best place to be In Spires of Arak; ranging from 'Pinchwhistle Gearworks' and north up along the coast up till Shadowmoon Valley. Numerous Sea Scorpion Schools, ores and herbs along the way - A good place for farming these.

Go to Spires of Arak map, Pinchwhistle Gearworks flight point, go to the coast and use your [item=85500], navigate up along the coast to the north.
Plenty of Sea Scorpion Schools around. You dont need to carry anything special, no bait, no lure, no pole.
Just go there and fish in the neverending schools, your achivement will be done in 20mins.This is the zone, click for map
