You need to ensure that all of the towers (Bastion of Might/Valor and Gates of Might/Valor) are completely maxed out in the progress bar for it to count as being controlled.
Edit: This is no longer the case. Has been fixed to not require them to be fully controlled.

This achievement appears to be bugged. Had full control of both gates, both bastions, and the refinery and still didn't get the achievement when the horde ran out of resources.
Just completed the BG as alliance with all the stated bases under our control and was NOT rewarded the achievment. We won by the horde losing all their reinforcements.Bugged.
