Latortuga was correcting blizzard's grammar. For items you can count (people, cars, cats, bicycles, etc.) the word is "fewer". For things you can't count (water, air, power, love, etc.) you use "less".
"Less than 9 people" literally means 8 or less. That said, is this the case, or did Blizz eff up on their wording and it actually is okay to 9 man it and get the achievement?
