[npc=55278] is the one selling the fireworks you are looking for.
Don't spend your tickets buying the one-use Darkmoon Faire fireworks. Earn the [item=122119] from Rocketeer: Gold, which is doable with 10-20 minutes of focus. Not only do you save 60 tickets, but it's an achievement all in its own. Keep in mind that the new Dalaran in Legion does not count, you must go to Northrend Dalaran.
