As of the release of 8.2, which includes Ashran as an epic battleground, requirements towards Gladiator's Sanctum rewards (such as this achievement) can now be obtained within the battleground! After testing today, I was able to collect many broken bones and gain credit towards Nemesis: Death Stalker. Thank you so much for this update, Blizzard! Happy hunting everyone!

Collect Broken Bones from other players in Player versus Player combat across Draenor.

The achievement text on here doesn't currently state how many required. I went and had a look to find that its 4000 bones needed.
As the achievement only requires that you loot the bones you can either destroy them or use them in work orders to turn into Garrison Resources (with a small chance of ilevel 620 PvP gear).
I tried it today on Beta (build 18850).
Broken Bones DO drop on Honor Kill in Ashran if you have Gladiator's Sanctum, Killing Blow is not necessary. They are automatically added to your inventory after HK like Honor points.
They DO NOT drop in battlegrounds (neither for HK, nor for KB).
