After your stables are level 3, the necklace appears. You have the option by talking to the secondary stablehand (Keegan Firebeard for Alliance) to take additional mounts-in-training out for more training, for your Garrison troops.

That means you are given the whistles for the mounts so you can go out and do the Garn-Tooth Necklace achievement, even after your own mounts are fully-trained. However:

"Keep in mind that they're not as well-trained as your own mount, and will tire out after only a few battles." Each whistle has only 3 charges. That means each time you mount up, even if you fail at killing the 'boss' mob, you lose a charge. HOWEVER, it only requires a trip back to the Garrison to get another whistle, meaning that once your stables are level 3, you complete this achievement in one day.

This achievement is currently bugged.

If you have 1/6 for Moth of Wrath on this achievement prior to having a level 3 stables then you will need to kill it a couple time more even after you're showing 6/6 when you have a level 3 Stables and the Garn-Tooth Necklace in your bags. Just ask the Dwarf in your Garrison for (mount) in training whistle for all 6 and kill the moth on each mount until it pops.

I completed this achievement today after having to do this as I was showing 6/6 for The Stable Master on all, but I was not getting the achievement.

Also worth noting if you're a Paladin or Death Knight - after you complete this achievement you can get rid of the stables as the mount speed increase will not stack with your class mount speed increase.
