I've killed this boss 4 times in the last couple of months, yet the achievement still eludes me. Is this no longer working? I've even gone so far as to wait for Phase 2 and kill him there. All kills in 25 man version.

Let him live for a while during Phase 2 until the portal to the normal realm spawns and take it. For the achievement you must kill him in Phase 3.
Achievment for killing "Halion" the new raid boss in ruby sanctum on 25 man in patch 3.3.5, as for now it's up on the PTR realms
