If you're struggling with "Complete an Emissary for your ally in Nazjatar", it is because you're doing it on a character that hasn't unlocked the emissary quests. You will need to do the whole BFA campaign to do this and you'll be able to tell if it is unlocked by looking on the maps bottom left corner. If you don't have anything there, you haven't unlocked it.
Had this issue, played my main for the achievement (leveled through legion) and even after doing multiple WQs and making a ticket, the GM just said there was a bug. I went onto my toon that had leveled through BFA and noticed the Emissary quests in the bottom left of the map, unlocked Nazjatar and done the campaign all over again and managed to tick this achievement off.
