For those on this quest specifically (or doing WQ) wondering why in the sudden the neutral [npc=152426] and/or [npc=148454] become hostile and attack you... look at the floor around them... EGGS. DO NOT BREAK THEM BY WALKING OVER THEM. Good Questing.
You must go to the blue outlined circles shown on your minimap and use the "Scrying" extra action button that pops up above your action bar. The icon looks like a pink runestone. Once you use that action button it will make the chest pop up in which you can loot. If you don't see the extra action button and you are inside of the blue circle, move your character closer to the center of the circle and it should pop up.
Note: Using the Scrying button is what grants you quest credit, NOT actually looting the chest.

Description
I have a gift for you, {name}. It's a stone unlike anything you've seen before. To the uninformed, it may seem to be a simple rock, but it's far more precious than that. This is a scrying stone. It reveals objects that have been hidden by magic. When near an anomaly, the runes etched within will begin to glow. Use the stone to reveal treasure hidden away by ancient magic.
