It's official : This achievement cannot be obtained from a "War Within" Pre-Order
Statement on the EU WoW Forums :
This would be intended and the version of Dragonflight that’s included with The War Within pre-purchases does not grant additional tenders.

At least as of 14 december 2023, the achievement text changed to "Owner of any Dragonflight edition before the month of November 2023.".
Why this is in the Character category of achievements beats me, in my opinion it should be moved to Feats of Strength>Promotions.
Shame on me for rejoining WoW exactly in November.
