Quests seem to start at the road from Elwynn, the Captain Sanders' Treasure Map does drop from the Murlocs and is quite a few quests that count toward achieve. The thugs in Moonbrook drop a bandana quest, and the harvest golems around Saldeans farm drop a heart that starts a quest.

Westfall is right now a very, very entertaining quest zone.
As of what appears to be 5.0.4, this achievement, which used to be Westfall Quests, is now merged with Duskwood Quests. The objective is now to complete 80 quests in both zones combined. The same was also done for Loch Modan and Wetlands Quests. It's possible this was done to give Alliance and Horde an equal number of achievements for quests.
