The entire BFA mega-meta-achievement is just designed so horribly. For an expansion where things are so faction specific, requiring you to complete some parts on two characters is nothing short of insane.

what they oughta do is have some Similar Achieve on one of the horde areas, that cross-maps, and auto-flags as satisfying it.
