This achievement appears to be bugged at the moment - I just got Blacksmithing up to 150/150 via the newly-fixed Darkmoon Faire quest, but despite already having Mining at 150, the achievement was not granted, even after a re-log. The two professions ARE counted in the Zandalari Master of All achievement progress, though. (Edit: I put a ticket in about this, and the response was that it is currently a known bug they're looking to fix. The GM was able to grant the achievement to me since I met the criteria for it).

A fix that worked for me was to join a random pvp bg. the achievement was awarded as soon as i loaded in -- saw the suggestion on the https://www.wowhead.com/achievement=12734/working-in-kul-tiras comments, thanks to @paul09

Just got this today upon logging in my LW/Skin toon despite having both maxed for a while now. I actually didn't notice right away till I looked at my guild chat tab and saw it there.
