The Nether Disruptor unlocks the Epic Hunter perk, which provides the following:Four new World Bosses unlock on the Broken Shore: Si'vash, Apocron, Malificus, Brutallus. These bosses drop ilvl 890 loot.
Unstable Nether Portals spawn across the Broken Shore; use a Nether Portal Disruptor to summon the elite.

TLDR: the Nether Disruptor needs to be up (this is one of the 3 buildings that you can contribute to) to fight against this boss

Si'vash is a new World Boss (Si'vash) located on the Broken Shore near [89.6, 33.6] and is a prerequisite to completing the Terrors of the Shore achievement. As of this writing, Wowhead has it's item drops as iLvl 860; however, from what I have gathered gear drops from Si'vash are all iLvl 900+.
For reference, the other three remaining Broken Shore World Bosses for Terrors of the Shore are:

Never seen her spawn since ages. Whenever the building is active the wrong boss seems to spawn. Anyone any idea?
