Highly anecdotal, but the rate of acquiring these from pilfering seems to have some sort of hidden throttle. When pilfering 2500+ rank 3 serevite bolts, the first 1000 serevite bolts (200 pilfers) dropped nearly a bolt a craft, ending up over 200 bolts. The initial 100 ones especially were dropping bolts on every single pilfer craft. The next 200 pilfers AND 100 after that together only got me about 120.
As long as you have +1 point into "Parts" under "Inventing" (requires 20 points into inventing). Pilfering old parts will give these bolts.
Seems old world mats (ores > bolts/parts) Pilfering will be a thing this expansion. These seem to come from Pilfering Old/TWW bolts at least.
