I'm assuming you need 50 Apexis Crystal's to convert this item to http://www.wowhead.com/?item=32655 Which has quite similar stats, though with a slight buff.

This is only a speculation.

As of 4.3 I'd recommend Bash'ir Landing for farming these.

I started farming for these myself because when upgraded to [item=32655] they become an item with a unique look on horde-side (alliance can get a bracer with the same model/color from a quest in Blade's Edge Mountains; however this is the only model to my knowledge of this color available to horde and the only exactly matching option for horde interested in the bluish-purple Mageweave Regalia (Recolor) set).

Why Bash'ir Landing?
Because in my experience the mobs there have the best droprate for [item=32569] (outside of rares and summon npcs). Remember that you need 50 of them to upgrade this item and acquiring and using these in amounts of 35 to summon bosses will speed up the process of farming to acquire it.

They are densely packed (compared to farming things out on the shelf or even the legion camps).

They have a short respawn timer. As a level 85 sub rogue (with 2/2 quickening or 115% non-stealthed run speed) I had no problems making continuous circles of the camp without any wait-time for them to respawn.
Note: To speed things up you can do a daily quest and get a buff which increases your movement speed by 15%, the buff can have a 1hour[Vibrations], 1.5hour[Emanations] or 2hour[Enlightenment] duration depending on how many sequences you complete in the simon game. The quest also rewards 15 shards.

And lastly because [npc=23154]s have a chance to be spawned at the Crystalforge at the northeast end of the camp. (They probably don't spawn more than once an hour or so, but keep an eye out, they drop 2-3 shards each)

Once you have 35 or more [item=32569] you may take one of several routes to summon a named npc that has a better chance of dropping depleted items:

• Summon one of four black dragons by going to their roost and clicking on the egg in the center.
• 
  
• Summon one of four (random) demons at a [object=185927] at either of the two forge camps (4 crystals at each).
• 
  
• Summon an [npc=22275] at an [object=185944].
• 
  
• Participate in the event at the Crystalforge. (Two for one!)
• 
  

The last is the best option, the skyguard periodically (~1-2 hours I believe) attacks Bash'ir Landing at the Crystalforge located at the northeast of the camp.You just need to be there to keep the technician alive until the end (basically involves grabbing the mobs before they get on her). This npc will tell you approximately when the next attack will begin or if it is in progress.

I believe it is the best way to go when available because at the end [npc=23333] spawns and attacks (you don't have to use any shards to get this to happen!) he has a chance to drop any of the items any of the other summoned npcs do. (Be sure to fight him some yards away from the skyguard group at the forge, he does an aoe that will kill them very quickly)
But that isn't all! After you've defeated him, one of the npcs at the forge will be able to sell you an [item=32759] for 35 shards. You use these at a Proton Accelerator Controller (looks like a rod by the archways in the landing) to summon either [npc=23391] or [npc=23390] (random). Either of which should have another chance to drop these.
(While the harbinger's have not been seen to drop these, they do drop other depleted items and it stands to reason that their loot table is the same as any other summon and therefore includes these.)

After 3 days of farming for around 2-5 hours each, I got these off of a Raider at the landing. In the meantime I had looted a couple hundred netherweave cloth, 5 rare quality depleted items, over 20 boe greens, many motes of mana, over 100g, around 7 jc recipes, and a lot of junk.
