The Recipe (Recipe: Elixir of Ogre's Strength) has a very low drop; the most luck I have had was out of Chrushridge Plunderers in the Ruins of Altrac in Hillbrad. Many have recently reported the Gnomeregan instance as being a good (though annoying) location to find it.
It requires Earthroot (Elwynn, Tirisfal, Durotar) and Kingsblood (Northern Stranglethorn) and requires alchemy level 150 to learn. An alchemist who has learned this recipe could make a small mint off the AH because leveling jewelcrafters will want it to level quickly; they also might just ask directly who can make them in the general and trade chats.
