It's probably not so much the availability of the recipe as the mats (ghost mushroom) that makes these difficult to make. They can be gathered by Herbalists in the cave in the Hinterlands surrounded by slimes, or in Outland in the cave at the far southeast of Zangarmarsh. Be advised that your minimap tracking in Hinterlands will make the mushroom look like they're around the hill outside the cave, on the ground. They're not; they're in the cave below you. Drove me nuts until I figured this out.
As of 2.2, you only need 2 of these (or 6 ghost mushrooms+ vials) to complete the Dreadsteed chain.
These can be a little expensive to make (around 3g each) but they are very nice for a warlock or shadow priest. They also stack do with Greater Arcane Elixirs.
