The west coast of Silverpine, north of the Sepulcher, is a good place to fish for these. The mobs are low level, people aren't there much, and there's about 5 or 6 pools of blackmouths. There aren't any other types of pools, either, and as many as five fish in a single pool.
Required to make Free Action Potions (http://www.wowhead.com/?item=5634), which are extremely useful and often times fun to use.
