I can confirm that it still drops. Got it today from Netherspite in Karazhan.
These gloves used to be very good compared to how easy they were to obtain (despite some high material costs).
Now, after they removed immunities from the game, and now that you can get the Gladiator gloves for much less effort, these kind of lost their shine.
50% reduced time is nice and all, but there are better, and easier, gloves to get for PvP compared to these.
Just had this drop for me tonight in Hellfire Ramparts off one of the trash orcs before the first boss. So still drops!
