Despite what you may see here, it does take ten motes to create a primal. What you see here is actually a quirk of the way Blizzard handles the spell. On Blizzard's end, a two-step process occurs:
- You use the first mote, destroying it in the process.
- A spell is cast, which destroys the other nine motes, and creates a primal..
