Looted it from the gurubashi arena chest.
I found these plans in May '09 (patch 3.1) inside a locked chest in LBRS. The chest was in a room between Halcyon and Overlord Wyrmthalak.
I find it funny that these dropped from an Eternium Lockbox I opened in Winterspring.

I found this off of a Winterfall Ursa in Winterspring. This was just after Patch 2.4.3.
This recipe dropped for me today when i soloed Onyxia (for the first time) on my mage, it aint even listed to drop from Onyxia on wowhead. Went to AH for 225g and was sold after 5 minutes. Nice run id' say :D
ended up using these with this on a my paladin until early NR since I did not get any socket leg drops while leveling BC. All and all very pleased what with the large amount of total crit and hit that is so rare on leveling gear much of the time.
