TheWoWDBKalecgos is at the top of the Nexus (not in the instance), you will see a yellow dot that shows his location- ignore that the arrow points down, he's up. Once up there you get an extra action bar you have to click to "claim" it- but you then have to fly to it and click on it for it to go into your inventory. (I could not reach it from the ground).

I had to complete Magni's quests (A Fresh Trauma and following) to let [npc=152365] spawn and offer A Bolt from the Blue for rank 4.
- Fly to very top of nexuS (NOT in instance)
- Talk to Kalecgos
- Click Action Button that appears
- Fly to bubble in centre of blue beam and click
- Talk to Laecgos to accept lift back to Chamber (do NOT complete quest here)
- Hand quest in back in the chamber

Description
You have done much to empower the Heart of Azeroth, and I am proud that the dragonflights have lent their strength to your cause. It is now time for the blue dragonflight to do the same. When I first learned of the essences, I knew that some remnant of my dragonflight's power must be out there, coalescing where we were once strong. That is exactly what I have found. The Kirin Tor have isolated its signature at the Nexus, but only the wielder of the Heart of Azeroth can claim it.
