Cant see the NPC. I see others are experiencing this as well. Hopefully fixed in a week or so. Came here to add my comment for more reason to fix this please!
Look at the reward for the quest, you can't acquire it because you've probably already done it. At least if you're level 60, and done all of your Covenant chapters quests. I acquired the Bonesmith Hiermir soulbind Feb 1, 2021 when I also acquired the 'Unwavering Bond' achievement. Blizz is just mucked up, are we really surprised?
