Bugged for me. Lots of people say logging in and out works, but it's still not showing up. Timewalking character, skipped the intro quests, chose the Leveling through world quests path (not through storyline questing), and then chose Necrolord. I did the questlines and got to max renown with necrolords on another char that I don't play anymore so I have all the bonuses from that. All other quests showing up fine except Return Lost Souls. So I have no way to upgrade my sanctum without Redeemed Souls. :( Sent in a bug request.

EDIT: The weekly reset reset the quest and now I have it

Description

Maw Walker, I'm sure you've seen firsthand the souls that continue to pour into the Maw. We must act now to cut off the Jailer's power, denying him as many souls as possible. That power belongs to the Necrolords. I shall direct your efforts to save these souls, and help find them a place among the armies of Maldraxxus. Return to the Maw and rescue those that you can.
