TheWoWDBA bit of background: I was simultaneously working on the BS, JC and Zandalari Troll quests. I finished the BS chain and got stuck at this particular quest.
I was unable to turn in this quest to [npc=122695], the npc was visible but there was no quest dialog. To fix this, I abandoned this quest and finished the Zandalari Troll allied race quests. Then I went to the shrine in Nazmir (by Gloom Hollow) and reacquired the quest. From there, I could then finish this quest.
