This quest is automatically granted upon reaching Prestige 1, Rank 50 (basically prestige 2).
Sylvannas summons you to Undercity where all the faction leaders, as well as the battlemasters for the battlegrounds are all standing in a circle. Upon turning the quest in, you turn around and face the group which bursts into thunderous applause at the mass murder you committed to achieve this monumental feat. :]
Pretty sweet little quest honestly.
Upon completion of this quest you get the achievement The Prestige and also unlock the 4th tier, 1st appearance of your artifact weapon, War Torn.
The Victor's Spoils is the next portion of this quest.
