The quest doesn't state it when you take it, but if you look in your quest log, the quality they're looking for is Tier 3 gold. I came here to figure out why the quest didn't complete after crafting 6 (2 at a time) [spell=383786], Tier 2 silver quality. Even the quest description on this page doesn't say the quality needed, just 5 [spell=383786].
