TheWoWDBDid a Gnome SP gear update a few weeks ago after the patch let us. I didn't think through clear all quests. I had the Black Empire blades, but not any others. He does not have any quest for the 2nd artifact and not a clue how to get it.
Did /run print(C_QuestLog.IsQuestFlaggedCompleted(43935)) and it came up True.
Did the Fall Star--Velen quest chain and returned hoping. Nope. I had already completed Azuna so that's not it. Ticket has been submitted at the speed of snail/GM. I'll update when I know more.

If you're trying to find this place...
There is a new Dalaran and an old Dalaran.
I took the Dalaran portal from Orgrimmar and spent a long time wondering around where the portal should be, then someone let me know that I was searching the Old Dalaran!
If you take another portal in Orgrimmar (I think the straight ahead one, azuna or something), then it shows another (new) Dalaran on the map. THAT is how to get to the class area.
