He's up on top of the stony hill. The path is not obvious. I've added screenshots that show where he is and where to go up.
My toon is level 54 and does not have Archeology. Like alot of the new Cataclysm quests, you need to complete lower level quests in order to get this quest.
It doesn't actually have anything to do with the Archaeology profession, it's just a breadcrumb quest to make sure players know that Spark Nilminer, who happens to be an archaeologist, even exists. I stumbled across him on my own and could already accept Roll the Bones without ever having this quest.

Description
Hey, you want to try my new diemetradon dogs? No? Raptor risotto? Pterrordax ptacos? Fine. Oh, I just remembered! I have a friend nearby that might be able to use your assistance. His name is Spark Nilminer, and he's Marshal Expeditions' chief archaeology officer. He's been sent out to Golakka Hot Springs, to the west. You'll likely find him on the springs' western shore.
