As of 9.0, in Chromie Time, sometimes your alt can reach this step of the storyline while still have not unlocked Broken Isles world quests. This can be remedied by speaking to Khadgar in Dalaran (Broken Isles), accept the quest Uniting the Isles, and complete the quest simply by speaking to Khadgar again (Source: Blizzard Support Article ID 53340).
Completing the quest Uniting the Isles requires Friendly rep standing with the 5 Legion leveling zone factions.
By the way, Shadowlands world quests (WQs) also count! Not just BFA world quests. :3
That said, as of 9.0, Shadowlands WQs are quite dangerous and take far longer. Unless there is a meaningful reward like a gear upgrade (instead of currencies expected to become much easier to earn in the future like [currency=1813]), it would be far faster for Level 60's to complete WQs in the old expansions.
As of 7.2, this quest has been downgraded to only require you to complete 10 world quests.

Description
The quest for the Four Horsemen is of the utmost importance, however we must turn our attention to the warfront. Our continued success on the field of battle has shaken the Burning Legion and as a result, they have increased the frequency and intensity of their assaults. We must meet the increased aggression with continued resistance! Only then will we be able to turn our attention back to the Four Horsemen.
