Not working i guess. Did not get this quest during first playthrough on my main at least.
I got it on my alts. You need to complete the Midnight campaign on your main and get the achievement Midnight. There was another comment that you don't get the voidstorm intro question until your main hits 86, but other than that there are no level requirements.

If you're looking to skip Midnight's introduction with your alt, simply go to your capital city of Stormwind or Orgrimmar and teleport to Midnight's main city using the portal. (This is coming from someone who wasted 2 hours doing the main campaign with a farming alt trying to get the skip.)
The other option is to complete the ENTIRE CAMPAIGN, and the skip will appear with the NPC who gives you Midnight's first quest. (Midnight)
