TheWoWDBGot the item this week in Zskera Vault Ur (not sure if that matters). Turned it in to [npc=201564] and got Second Time Is The Charm. After turning it in he says they'll stay there but if we find anything else to bring it to him.

Voraxian was on top of the tower in Rusza'thar Reach, The Mallakh (centaur area), but the co-ordinates are corect.
